WhatsApp coexistence setup errors: eligibility, QR code, sync, page linking and the rest

Coexistence setup links the WhatsApp Business App on a phone to the Cloud API through a QR code shown during embedded signup. The errors that stop it fall into a few groups: the number is not eligible yet, the number is still registered to an old API account, the app is out of date so the QR code fails, the history sync stalls, or the Facebook Page cannot be linked. Each has a specific fix below. Two rules save most of the trouble: use a current version of the Business App, and never delete and re-add the number to speed things up.

Check in the first minute

  1. 1Update the WhatsApp Business App. Setup needs version 2.24.17 or newer.
  2. 2Make sure the number has been in regular use in the Business App for at least a week, preferably a month or two.
  3. 3Have admin access to a Facebook Page and a Meta Business Manager for the business before starting.
  4. 4Keep the phone open and on a stable connection while the history syncs. It can take several hours for a busy number.

1. “This number is not eligible”

WhatsApp wants to see genuine business use of the number in the Business App before it allows a platform connection. A new number, or one with very little activity, is refused with this error.

  1. 1

Use the number as normal for a while

At least seven days of real customer conversations. One to two months is safer for a new number.

  2. 2

Do not delete and re-register the number

That can reset the activity clock and put the business back at the start.

  3. 3

If the number was ever on a WhatsApp API account

The old API account has to be removed first, the number re-registered in the Business App, and then used for one to two months before coexistence will accept it.

  4. 4

    Still refused

Ask the platform provider to check the number's status with Meta. ZapUp does this during onboarding.

2. The country or region is not supported

Coexistence rolled out country by country. Availability widened considerably through late 2025 and 2026, and most markets where ZapUp operates, including India, are covered. If setup refuses the number on regional grounds, check Meta's current availability list before anything else. If the business is in a market that is still waiting, an API-only number works everywhere the Cloud API does and can be live in days.

3. “This number is already registered to an account”

The number is still attached to a WhatsApp Business API account, usually at a previous provider. Coexistence cannot start until that account is removed and the number has settled back into the Business App.

  1. 1

Remove the number from the old API account

Through the previous provider's platform, or by asking their support to release it.

  2. 2

Re-register the same number in the Business App

And use it actively. Meta expects a cool-off of around one to two months before the number is eligible again.

  3. 3

Do not re-add it to the API straight away

Jumping straight back into an API setup restarts the wait.

Moving a number from another provider is a free service with ZapUp. The team handles the release, the waiting period and the re-registration, and keeps approved templates where Meta allows it.

4. The history sync fails or takes forever

During setup, up to six months of chats and contacts sync from the phone to the platform. For a busy number that is a lot of data. The sync stalls when the connection is unstable, when the phone locks or the app closes, or simply because of volume.

  • Keep the Business App open and the phone on a reliable connection, ideally Wi-Fi and a charger. A large history can take several hours.
  • If it fails outright, restart it by scanning the QR code from the platform again, on app version 2.24.17 or newer.
  • Back up anything critical before starting. The sync is read-only, but a backup costs nothing.
  • If it keeps failing, the provider's support can check the sync state on the Meta side.

5. The QR code will not scan, or never appears

  • Update the Business App to 2.24.17 or newer. Older versions do not show the coexistence QR flow at all.
  • Start from the right place. In embedded signup the QR prompt appears after choosing to connect the Business App; in the app it is reached through Settings, then WhatsApp, then the option to sign up with Facebook. Follow the provider's screens exactly.
  • Use a phone with a working camera, in good light, and hold it steady. A laptop webcam will not do.
  • If the code still fails, wait a few minutes and retry. Meta's side occasionally has short outages during signup.

6. The Facebook Page will not link

A Facebook Page and a Meta Business Manager are prerequisites. Linking fails when there is no Page, when the person running setup is not an admin, or when the Business Manager belongs to an agency rather than the business.

  1. 1

Create a Page if there is none

From the Business App: Settings, then Business tools, then Facebook and Instagram.

  2. 2

    Confirm admin rights

On both the Page and the Business Manager, for the person who is logged in during setup.

  3. 3

Use a Business Manager the business owns

With the legal name, address and website filled in correctly. This is also what business verification later checks.

  4. 4

    Still failing

Meta support or the provider can see which link is missing.

7. Coexistence cannot be switched off from the platform

The platform side has no disconnect button. Disconnecting is done from the phone: in the Business App, Settings, then Account, then Business Platform, then Disconnect. Do not uninstall the app to achieve the same thing; that disconnects the number in a way that makes reconnecting later harder. If the Disconnect option is missing, the provider or Meta support can remove the link.

8. Messages sent from a linked device are missing on the platform

Only some companion devices are supported with coexistence. Messages sent from an unsupported one, for example the Windows desktop app or a smartwatch, do not reach the Cloud API and appear missing on the platform. WhatsApp Web and WhatsApp for Mac are supported.

  • After setup, link desktop devices again using WhatsApp Web or WhatsApp for Mac. Existing links may have been removed during onboarding.
  • A placeholder in the platform saying a message must be viewed on a supported device means it came from an unsupported one.
  • Tell the team which desktop apps to use. This is the cause of most “we replied but it is not showing” reports.

9. The business name cannot be changed after setup

Once coexistence is active, Meta locks the business name so the app and the platform stay consistent. Check and correct the name in the Business App and in Meta Business Manager before starting setup. A later change has to go through Meta and is not guaranteed.

The pre-setup checklist

  • WhatsApp Business App updated to 2.24.17 or newer on the main phone.
  • The number in regular use in the Business App for a week or more, with no recent deletions or re-registrations.
  • No active link to a previous API provider.
  • Admin access to the business's own Facebook Page and Meta Business Manager, with correct legal details.
  • The business name checked and final.
  • The phone charged, on Wi-Fi, and free for a few hours for the history sync.
  • A backup of the chats, as a precaution.
ZapUp walks through this checklist on the onboarding call, then runs the setup with you on screen. If the number is better off API-only, the team says so and sets that up instead.

Questions

How long does coexistence setup take?+

The linking itself takes minutes. The history sync can take several hours for a busy number. The waiting is before setup: a number needs at least a week of activity, and one to two months if it was on an API account before.

Can coexistence be set up on a brand-new number?+

Not immediately. Use the number in the Business App for a week or more first. For a faster launch, an API-only number without coexistence can be live in days.

Does the team lose WhatsApp Web when coexistence is set up?+

Linked devices may be unlinked during setup. Link them again afterwards using WhatsApp Web or WhatsApp for Mac, which are supported. Other desktop apps are not.

What happens to the chats on the phone?+

They stay on the phone. Up to six months of history is copied to the platform so the team and the agent have context.

Still stuck?

Setup, verification and migration are part of ZapUp onboarding

The number is provisioned, verified and connected by the team, moving from another provider is free, and the AI agent, inbox and broadcasts run on the official platform where these problems do not occur.

Never clock off.
